DFA authentication (Red ribbon) of public and personal documents

My sister is getting married in church on December. Since she and her husband are both working abroad, I do some of the paperworks for her. One of the required documents that they have to submit on church is the NSO autheticated birth certificate. However, she found out that the name in the birth certificate is misspelled. So what we did was to produce an Affidavit of Discrepancy and then had it notarized. But this doesn't end there. I just found out that correcting this simple erroneous thing is very tedious.

Is it too much to ask for these government workers to strive for efficiency? I bet they don't know that their errors costs a lot of wasted money, time and effort on the part of the victim. Anyway, my friend's sister who I think is a lawyer told her that she needs her birth certificate to be authenticated by the Department of Foreign Affairs (DFA). This authetication is referred to as "red ribbon". This is the first time I heard it so I did a little research. I went to the site of DFA and looked for the citizen services. This is what I found out :

The Department of Foreign Affairs (DFA) performs its authentication function/services in the context of 1963 Vienna Convention on Consular Relations. Given the existence of a multi-state system, aforesaid Convention stipulates that, among other things, the various kind of documents sourced from particular sovereign states (e.g. public documents, private documents, and commercial documents) shall have validity or operative effect in another sovereign state's legal jurisdiction after subjected to an agreed upon authentication procedure.

The DFA through the Authentication Division-Office of Consular Affairs may authenticate an act, deed documents etc. executed or sourced within Philippine legal jurisdiction by way of certifying said act...... When these acts, deeds or documents have been duly authenticated by the Department, the receiving embassies or consulates or any other foreign legal entities are, in effect assured that aforesaid documents are in order or have been legalized in accordance with proper procedure.

So what is the purpose of this procedure? The only reason that makes sense is that DFA authenticates the public/official documents to prove that your documents are legal which is ONLY REQUIRED in some foreign countries.

The DFA authentication attest to the genuineness of the signature appearing on the attached certification for the purpose of identifying a specific document and giving credence to the official acts of the notary public or certifying officer thereon for use, if and when required, as instrument of evidence in foreign countries. As such, the DFA certification/authentication does not, per se, authenticate the validity/efficacy/enforceability of the basic document itself...

Further to this, DFA states that :

Foreign Embassies, Consulates and foreign legal entities may or may not require the authentication of documents sourced from the Philippines for use within their respective jurisdictions. However, under rules of reciprocity in international relations, sovereign states normally require authentication of foreign documents to be used.

The next question will be : How much will it cost you to have your document authenticated by DFA? If you go directly to DFA it will only cost you Php 150.00 and you can get it in less than 4 days. However, please be advised that the counter for the red-ribbon documents are from 8am to 12nn only. If you want to avoid the crowd and you have plenty of time and money to spend then you can course it through an agency. It will cost you around Php 750.00 and you can get your authenticated document in less than 10 days.

Here are some important announcements that DFA issued to the public:

1. All applications should be made in person by the applicant except under certain circumstances (e.g. documents filed by his/her immediate kin);
2. Application fee must be paid within 24 otherwise it shall be disposed;
3. Unclaimed documents after three months from the date of release will be disposed.

Long live the "King of Pop"

The world was saddened by the news that Michael Jackson, the “King of Pop” is no more. MJ, at age 50, suffered a cardiac arrest and died Thursday. The King of Pop had once shattered and stunned his audience with his moonwalk, feverish, crotch-grabbing dance moves in the music world. His high-pitched singing punctuated with squeals and titters had been his trademark. Who can ever forget his single sequined glove, tight, military-style jacket and aviator sunglasses? Indeed he was the most exciting performer of his generation!

Reports had it that Jackson died at UCLA Medical Center. He was stricken ill at his rented home in Holmby Hills. For nearly three-quarters of an hour, the paramedics tried to resuscitate him. Then he was rushed to the hospital where doctors continued to work on him.

At the time of his death, he was preparing for a comeback bid trying to rise up to the challenge of vanquishing his nightmare years of sexual social and financial calamity. The scheduled unprecedented 50 shows at a London arena was yet to be his greatest comeback which was first set for July 13.

There is still no final report about the cause of his death as his body is still to undergo an autopsy procedure. His death is currently being investigated by the police and the autopsy procedure is said to be just a standard procedure for high-profile cases. The family however believes that he suffered cardiac arrest in his home.

Michael Joseph Jackson was born Aug. 29, 1958 in Gary. In the late 1960s, MJ (who was just 4 years old) had been known with the Jackson 5's hits such as "ABC" and "I'll be there". The public had known him as the the precocious, spinning lead singer of the group together with his four older brothers : Marlon, Jermaine, Jackie and Tito.

His talent, charisma together with his early success of bubblegum soul made a break for him. His music is phenomenal. He went solo creating an innovative, explosive, unstoppable music. In 1982, his album "Thriller" alone mixed the dark, serpentine bass and drums and synthesizer approach of "Billie Jean," the grinding Eddie Van Halen solo on "Beat It," and the hiccups and falsettos on "Wanna Be Startin' Somethin'.". He had made and sold roughly 50 million copies worldwide making it the best-selling album of all time.

The peak of his career may have started in 1983. At this time, Motown celebrated its 25th anniversary. This was all-star televised concert and Jackson showcased off his famous backward gliding moonwalk dance while joining his brothers for a medley of old hits. The crowd became excited with the part when he had the “Billie Jean” run-through with matching pointing, crouching, high-kicking, splay-footed and crotch-grabbing moves. He surely made his audience astonished giving him a roaring standing ovation. His moves and his level of performance had surely cemented his place in pop culture.

He was recognized to be one of the biggest pop sensations of all time like Elvis Presley and the Beatles. But as the years went by, he became an increasingly freakish figure, a laughing-stock with his surgically alternate appearance as a result of his sustained burnt during a production of the 1984 Pepsi commercial.

Following his career, he had managed to record strong follow-up albums such as “Bad” which was released in 1987 and "Dangerous" in 1991. His career began to wane in 1993 after his name was dragged in child molestation. He denied all of these allegations and tabloids have reported that criminal charges were not filed because they have made a $20 million settlement with the boy's family.

The incident took over a change in the public’s eye. His image started to come to the public as a middle-aged man-child weirdly out of touch with grown-up life. Some people have insulted him with his changing appearance. Others were bewildered when he wore a germ mask while traveling, adopted and named his chimpanzee “Bubbles” and saying that it was one of his closest companions. His career and image have been destroyed even more when people started criticizing and judging him when he surrounded himself with children at his Neverland ranch. From the “King of Pop” he was downgraded to “Wacko Jacko”. A Hollywood publicist in the name of Michael Levine commented that “His internal essence was at war with the norms of the world. It's as if he was trying to defy gravity,"

His image and career even went dimmer when he caused a public stir in 2002. The swarm of fans in Berlin is shocked to have seen from below MJ playfully dangled his infant son, Prince Michael II, over the hotel balcony.

There were many reports that he had molested children in Neverland but he was cleared of all the charges. Despite of it all, the case followed years of rumors of molesting young boys. This event took a huge toll and dampened the most on his career and image bringing him into serious financial trouble.

There is no doubt though that the legendary icon has been truly a great influence to many people. Many detractors would not agree with me when I say that even with the negative publicities that he was getting, he has at least left a legacy that will always be remembered not only in the music industry but also with the people he had helped one way or another.

This is the reason why his best friend, Elizabeth Taylor, gave him the title "King of Pop". He was believed to be the most popular music's premier all-around performer. He made a breakthrough by crashing the race barrier and uniting black and white music on MTV. He dominated the charts and dazzled even more on stage.

Among the many good deeds that he had accomplished is the setting up of the World Foundation after he co-wrote the song "Heal the World". He had also donated $500,000.00 for the benefit of the Negro society. He ensured that the proceeds of the hit single "Man in the Mirror" be donated in a foundation. During the time of former President Bush, he pleaded the government to make some donations to the HIV victims. There were varieties of different cause that he had been a part of and had advocated for that is why he had been loved by so many.

In fact, as word of his death spread like virus, MTV cancelled its regular program and played videos from Jackson's heyday. Most radio stations performed a marathon of his hits. Fans gathered outside the hospital to pray for his soul. In New York's Times Square, a low groan went up in the crowd when a screen flashed that Jackson had died. His star power is unmatched. As Billboard magazine editorial director Bill Werde puts it, "The world just lost the biggest pop star in history, no matter how you cut it,"

With his death, I am sure that the music industry will pay a lot of tribute to the Pop icon. I guess one way to relive his greatness is to continue the good deeds he has done. Long live the King of Pop!

Angkor Wat

The biggest and the grandest of all temples. A city in its own right. Angkor Wat is the pride of Cambodia. It is indeed the first temple that every person must go to. For sure, you wouldn't want to miss this one. This is one of the reason why people want to go to Cambodia. To witness the world's largest and most sublime religious monument.

I was in awe with it's architectural masterpiece displaying some 600m of narrative bas relief and nearly 2,000 Apsaras.

It was between 1113 and 1150 century during the reign of Suryavarman II that this temple was built. It was designed both as a capital and a state temple which was dedicated to Vishnu.

The total area of this temple measures about 200 hectares. There are two entrances or what they term "causeways" - the West "W" or East "E" sides. But because of its unusual orientation the "W" gopura is by far the largest of the four.

The temple is a combination of two major Khmer architectural features : a pyramid and concentric galleries. It can be simply described or be seen as a pyramid of three levels. Each level is endowed with its own gallery showcasing four gopuram and corner towers.

The scale and structure of Angkor Wat gives full credit to the following Khmer's religious symbolism:

The moat that surrounds the temple - embodies the mythical oceans surrounding the earth;

The succession of concentric galleries - epitomizes the mountain ranges that surround Mount Meru which is the home of the gods;

The towers - stand for the mountain's peaks;

The ascent to the central shrine - exemplifies climbing a real mountain

Angkor Wat Cookies and more...

We were a bit tired from the travel but that didn't stop us from checking out Siem Reap. I knew it was a bit crap because the red flag was up for me and blood was just gushing out. I really felt so tired, uneasy and uncomfortable but since I was on vacation it did not deter me from having fun! I knew then that I had to psyche myself up so I would not feel crappy. I knew I should maximize my stay and enjoy every second of it. So we just dumped our luggages, my friend checked her FB and e-mail accounts then we refreshed ourselves and off we go again.

We asked our driver-friend Rithy to take us to a place where we could shop or buy some souvenir items. He took us to one of the high-end stores like their Chanel store. Oops this was not what we had in mind but we went down anyway and checked it out. After going around, we went out and this time we specified to Rithy that we want him to bring us to a place or a store where we could buy like bags or shirts. Obviously, there was still a mis-communication but I think this was how we learned how to communicate effectively. Well, he took us to a store of bags....authentic, local handbags, belts and other accessories made out of crocodile skin which meant that it is expensive. After two stops of failed shopping, this time we thought of asking him to bring us to a market.

It was around 4:30pm and he told us that it was not yet open but we still insisted because Lonely Planet told us so that it opens at 4pm. He was polite enough to bring us there against his will. At last, the place was right but the timing was wrong! They call the place "Noon-Night Market". We should have listened to the local. We thought that he was just making an alibi. Most of the stalls were not yet opened so we just have to do with limited choices. We bought some shirts which costs us $3 each. Here, you really have to exert your bargaining skills. They charge you twice as much as it really cost. So you have to be firm and yet gentle when negotiating. Use you bargaining charm and be as simple as you can especially when communicating with them. "Same-same but different". I was really laughing at first but that's how they talk to you. It may simply mean that the items are of the same design but of different color or same style but of different size. Also, when you want to look for another size you will be better understood if you say "s", "m", "l" or "xl". You see they have a harder time understanding you when you say you want a "small" or "medium" size. So how do you get there? From National Route No. 6 Road take the Sivatha Blvd. then turn right to CAB Bank. The Noon Night Market is near the Angkor Night Market and Brickhouse Bar. It is also located in what they called the "Old Market Area".

After our first taste of shopping, we thought we'd give their malls a try. We went to Lucky Mall which is right along Sivatha Blvd. and just beside the Radius International Hotel. Just like any other mall it has a supermarket, a department store, a chocolate shop and a toy store. It wasn't really that big and you don't get to see some extraordinary items which you can bring home.

Then we saw this Madamsachiko store

which is along the "road to the temples of Angkor". They are right beside Cafe Puka Puka. They sell really yummy and unique cookies. They have cookies designed after the great Angkor Wat Temple. They also have cookies with spices such as the black pepper, palm sugar cookies, lotus tea cookies and coffee cookies. I like the black pepper cookies. It's great for take-home gift which just costs $5 per bottle or box. The refreshing lotus tea that was served to us was also inviting so I bought one since my husband loves to drink tea. I thought he would like it a lot. There are also banana chips and peanuts with pepper. It's a little spicy and yummy.

We stopped by at the National Museum. We had our pictures taken outside the building. I just regret not going inside because I saw in one blog that there are plenty of things that we can see. It stores artifacts and some historical items that can better explain the culture of Cambodia as a nation. National Museum is along the "road to the temples of Angkor".

Thinking that we've had enough for such a short time. We went back to the guesthouse. Ritty only charged us $5 for the whole ride. We just took a bath and had our dinner at the garden. I just remembered then that it was the first meal for the day - Dinner. We ordered Amok Chicken (Curry) and Spicy Beef Soup. After a satisfying home-made meal, we went upstairs already so we can prepare for the real temple adventure!

The shadow of your smile

Cried like a child...so helpless. She dried the tears and held him in her chest. Her arms tightly embraced him as if saying "hush, little baby don't cry". Her heart pricks in pain whenever he sees him down...she never wants to see him down. She wanted to take his grie...his pain and make it her own. When he cries, she cries deep down inside, and when he's hurt, she's hurt. Together they will try to hold back the floods of tears and despair and make it through the potholed streets of life.

It was one of those nights where she would remember it the most or it was one of the best. She just couldn't find the right words to describe it. They both just wanted to remain in their world. The world where they become entwine with so much passion.

She knows that life in the future is uncertain and that there only rough roads and tough journeys to make. So when the time comes that he can no longer hold on or when the fire that burns become an ember, she will never hold him back. Her love for him will always set him free. She just wants for him to remember that she will always remember that laugh, that kiss, that love. And when the dawn is breaking, the shadow of his smile will light her world. The shadow of his smile will turn back the clock and the days will be repeatedly rewinded. That way the shadow of his smile she will always see.

She never loved anyone else in this world like the love that she have for him. She will remain through to this until her last breath...until the right time comes...She is sure she is no one special. She is just someone with common thoughts and ordinary dreams. There are no monuments dedicated to her and her name will soon be forgotten. But she loved him with all her heart and soul, and to her, that has always been enough.

Right! It hid sweet whine

I think it was Da Vinci Code. When I was reading it, I got into codes specifically the anagram. In order to hide whatever sweet nothings or things that I want only a specific person to know, I use anagrams.

This time, it's a puzzle within an anagram. Although when the anagram is solved the puzzle would be much easier to look at.

Waking up younger doesn't liteally translate to you waking up one day an you find yourself physically younger. It doesn't work that way. At least in this age and time, someone has to still invent a machine that woul perform it. What it simply means is that you wake up and feel younger. There are lots of ways that you can eventually relate to that but for some who have faith in medicine, they can try the product that is being offered by different pharmaceutical companies. Just make sure that it is working out for you and that there are no harmful side effects.
